Horizontal Action (HA) ‘Climate’ includes reduction and managements of the risks of climate change in the Baltic Sea region.

Macro-regional approaches to low-emission development are essential in making the Baltic Sea region more resilient to the effects of climate change. Additionally, climate change adaptation reduces climate change impacts and contributes for example to the well-being of populations and to the security of assets. Objectives of HA Climate include mainstreaming climate change mitigation and adaptation into relevant sectoral policies, promoting regional cooperation in creating and empowering the EU climate and energy policy and development, ensuring secure energy supply, as well as efficiently utilising the potential of renewable energy sources.

HA Climate is coordinated by Council of the Baltic Sea States Secreatariat.
