In February 2017, three new Flagship projects were approved by the National Coordinators under Policy Area Safe, Policy Area Secure and Horizontal Action Climate. The actions of the EU Strategy for the Baltic Sea Region are implemented by means of Flagships. Flagships demonstrate the progress of the Strategy, and may serve as pilot examples for desired action in a given field.

What does the Flagship status mean for the newly approved projects?

The newly approved PA Safe Flagship, "Winter Navigation Motorways of the Sea II" (WINMOS II), aims to ensure safe and reliable winter traffic in a cost efficient way by further developing the winter navigation system and ensuring sufficient icebreaking capacity. It also enhances and deepens the co-operation between Estonia, Finland and Sweden in a continued spirit of the Memorandum of Understanding (MoU) signed in Brussels 2015 concerning a common optimal icebreaking service level and capacity for upcoming needs.

”The Flagship status of EUSBSR is important for the project as it helps to disseminate the importance of the winter navigation subject matter as it is not commonly known in Europe. The flagship status also shows that the importance of winter navigation has been recognized on a higher level.”

The objective of PA Secure Flagship "Developing an evaluation model to asses prevention measures" (EVAPREM) is to develop a universal and comprehensive model for evaluating the results of the prevention measures implemented. The aim is to deepen understanding of the effectiveness and efficiency of the prevention services considering the corresponding socio-economic environment.

"EVAPREM Flagship Project will try to demonstrate the process and progress of the EUSBSR, and may serve as pilot examples for desired change.”

The HA Climate newly approved Flagship, "iWater - Improving urban planning by developming integrated and multifunctional storm water management in the Central Baltic cities", develops guidelines and tools for Integrated Storm Water Management (ISWM) and introduces good storm water management practices into urban planning processes.

“Managing stormwater run-off is a growing challenge for many municipalities around the Baltic Sea Region, with stormwater pollution, flooding and other effects imposing serious impacts on water quality, public health and local environments. iWater project develops cost-effective, sustainable and holistic stormwater management solutions that supports the Sustainable Development Goals and creates higher quality and more resilient urban environments for our citizens. The flagship status is a recognition for our essential work towards the implementation of the SD and EUSBSR goals and we are very proud of it.”
